Social dialogue

Through its activity as a participant in the social dialogue representing the employer part of the banking sector according to the legislation in force, CPBR has been contributing for 10 years to a balanced communication with social dialogue partners, with the aim of supporting economic and financial development, but also inclusion and social stability .

In 2016, CPBR initiated the establishment of the Financial Services Federation of Romania (FinBan Federation), together with the Romanian Leasing and Consumer Credit Association (PLCR). The first two Collective Labour Agreements negotiated at the level of the “Financial, Banking and Insurance Activities in Romania” sector and applicable at group-of-undertakings level were signed by FinBan.

In 2017, CPBR, together with the representative trade union federation, organized a seminar on the prospects of banking employees in the digital era, during which the challenges and opportunities arising from digitalization in the financial and banking sector were discussed.

In 2018, FinBan, as an employers' party entitled to participate in collective labor negotiations, signs the first Collective Labour Agreement (CLA) in the private sector, at the level of the activity sector "Financial, banking and insurance activities in Romania", applicable at unit group level.

Also in 2018, an Agreement for the implementation of the Telework legislation is signed, together with the relevant organizations in the negotiation sector, and an Agreement will be signed in 2019

In 2022, the signing of the second CCM negotiated at the level of the activity sector "Financial, banking and insurance activities in Romania", applicable at the level of a group of units.

As CPBR and its members support fair competition and compliance with relevant legislation, in 2023 CPBR organized a workshop dedicated to its member banks and social dialogue partners on Competition Law. The event aimed to raise awareness of the importance of competition regulations and to promote best practices in the field.

Following the entry into force of the new Social Dialogue Law, CPBR acquired the status of an employers’ organization entitled to participate in collective labour negotiations within the newly established collective bargaining sector “Banking Activities”. Accordingly, in March 2024, CPBR and the representative trade union organization initiated negotiations for the third Collective Labour Agreement (CLA) at sector level.

At the end of April 2024, a new Collective Labour Agreement (CLA) negotiated at sector level was signed. Pursuant to the provisions of the new Social Dialogue Law, the agreement became applicable across the entire banking sector.

On 26 April 2026, the fourth Collective Labour Agreement (CLA) negotiated at sector level was signed. The agreement is applicable to CPBR members and to the banks that have requested accession to it, and has a validity period of two years.
